Fire

  • Fire in a university building
    • A fire has broken out in a university building.
    • The fire alarm is activated.
    • Evacuation begins.
      • A separate action plan applies to evacuation.
  • Assessment of the situation
    • How large is the fire?
    • How long has it been burning?
    • Can the fire be extinguished with a portable fire extinguisher?
  • Initial response
    • Attempt to extinguish the fire with a portable fire extinguisher.
    • Call the fire brigade.
  • Different levels of response
    • Internal response
      • The fire is extinguished with a portable fire extinguisher or a fire blanket.
  • External response
    • The fire brigade is called.
    • When ambulance and/or fire services are dispatched, shadow messages are also sent to:
      • Security company
      • Key members of staff
      • The internal response begins when the messages are received.
  • First person on the scene
    • Assesses the spread of the fire.
    • Activates the fire alarm if the automatic system has not already done so.
    • Considers whether the spread can be limited, for example by closing doors.Assesses whether the fire can be extinguished with available equipment.
    • Calls 1-1-2 and requests assistance from the fire brigade.
  • Building supervisor
    • Arrives at the scene and assesses the situation.
    • Begins firefighting if they consider it safe and appropriate.
    • Calls 1-1-2 and requests assistance from the fire brigade if the situation requires it.
    • Calls the Head of Property Operations and provides a report.
    • May call other building supervisors for assistance.
    • The internal response has begun.
  • Head of Property Supervision
    • Arrives at the scene and takes command.
    • May call in additional staff for assistance as needed.
    • Assists the fire brigade as far as possible.
    • Calls the Property Operations Manager and provides a report.
    • Calls the Head of Property Maintenance and provides a report.
  • Head of Property Maintenance
    • Arrives at the scene and takes charge of maintenance-related tasks in consultation with the Head of Property Supervision.
    • Calls in tradespeople as needed.
  • Head of Property Operations
    • Is not at the scene.
    • Maintains contact with the scene, gathers information, and shares it.
    • Communicates information within the response structure.
    • Communicates with the relevant University of Iceland departments and institutes.
    • Communicates with emergency management as information becomes available.
    • At this point, the response plan is activated.
    • Is available to call out:
      • Staff
      • Security company
      • Persons responsible for special-purpose areas
  • Director of Facilities and Technical Services
    • Takes part in consultation with the Head of Property Operations and the Head of Property Maintenance.
  • Persons responsible for specific areas
    • If the fire is in a special-purpose area, the persons responsible for that area are called out to assist.
  • Communication within the institution
    • It is natural to share information with employees about incidents and responses, both to inform and reduce the likelihood of rumors
    • Each case must be assessed whether to send out a notice and to ensure that privacy is protected
